Why tickets cluster on the west

East side: FOIA data gap Sheffield, Kenmore, Clifton, Racine — dashed purple lines — have zero tickets in the data. These blocks are closest to Wrigley and almost certainly the most-ticketed streets in the zone. The data is missing, not the enforcement.

West Strip is a different zone Marshfield, Paulina, Hermitage are WEST of Ashland. They're LV2 (§9-68-023), not Zone 383 (§9-68-022), and sit in the 47th Ward. Toggle "Ward boundaries" to see the line.

Commercial streets have almost no tickets Addison (4 tickets), Irving Park (1), Ashland (2). Bars and restaurants on these corridors don't require residential permits.
